We have an important debate on Ukraine and I will not surprise you if I tell you that I have three key messages for this briefing:
1) The first is a call for an immediate ceasefire. This is the priority. The latest news that we have are very worrying in this respect. There hasn’t been such tension over many months. And France as you know has firmly condemned those actions and called for an immediate cease fire. So the cease-fire is really the priority, even more so because it is the only way to alleviate the sufferings of the civilian population who is currently facing the freezing temperatures without heat and electricity in several localities. So number one priority: the ceasefire.
2) Number two, we must keep in mind that there is no military solution, only political, through the Minsk Agreements. That’s a key point. So our second message is to underscore the necessity to fully implement the Minsk Agreements by all parties. In this respect, we are determined to continue our efforts within the Normandie format, because there is simply no alternative to the Normandie format on the table. We are convinced in this respect that our efforts have been helpful to diminish the intensity of the conflict over the course of the last months. So second message: political solution through the implementation of the Minsk Agreements and the Normandie format that has no alternative.
3) And third message, it is therefore very important that the members of the Security Council continue to express their full support to the Minsk Agreements and call all parties to abide by their commitments. So this is the main message.
